Water
It's my experience that such dreams are often precursors to flying dreams--and sometimes to lucidity. Maybe it's just that for a lot of dreamers, water and especially the sea is a symbol for dreaming itself--so breathing underwater can show you're comfortable exploring the dreamworld and that your unconscious welcomes you.
But Jungians can go too far. If you skin dive a lot...
